I’d argue it’s more like jobs get created when there is a need for something to be done based on consumer demand. The person having money to do the hiring is crucial, of course, but they wouldn’t do it if it didn’t show the promise of a worthwhile return. So the “job creator’s” decision to do the hiring is secondary to the market forces at play making that decision a perceived opportunity.
